兒童安全拉警報！據內政部統計，近5年18歲以下的兒童、少年，
受性侵害數有逐年增加趨勢，從2007年的3,727人，增加為今年
的5,021人，平均年齡為13.5歲；男童的受害數也逐年增加，今
年為2007年的2.4倍。家扶基金會14日召開記者會，呼籲社會大
眾發揮「雞婆」精神，一通電話，幫助在角落哭泣的孩子走出黑暗。
為防止兒童受虐事件一再發生，家扶基金會呼籲社會大眾發揮「雞婆」
的精神，一通電話幫助孩子走出黑暗。
家扶基金會執行長王明仁表示，性侵害比身體受虐的危害更大，兒童
可能帶著陰影過一輩子，心理上出現退縮、缺乏信心、自我瓦解的後
遺症，甚至有傷害弱者的行為，因此需要積極預防性侵害發生。
內政部統計顯示，近5年全國性侵害通報案件中，兒少被通報的比例
升高，近兩年都高達6成。靜宜大學社會工作與兒童少年福利學系副
教授蔡盈修表示，過往許多性侵案件遭隱瞞，近年來藉因教育宣導，
減少不少「黑數」，但受性侵兒少的真正人數，恐怕比官方數據更高。
蔡盈修表示，家長時常提醒小孩「小心陌生人」，但8至9成兒少性侵
案件的加害人不是陌生人，反而是熟識的人或是家人。倘若兒少不懂
得自我保護，很容易受威脅或拐騙，如「如果你敢說出去，我們家就
毀了」、「這是我們之間的小秘密」，甚至讓小孩誤以為侵犯身體是
遊戲或懲罰。因此他建議從學校教育著手，幼稚園小班開始，就應教
導孩子保護身體免受他人侵犯。
記者會上，家扶基金會公佈由社工員及學者專家依據重要性、影響性
、教育性評選的十大兒保新聞，第一名是長期和丈夫相處不睦的陳姓
婦人毒死3個小孩再自焚。王明仁強調，孩子不是父母的私有財產，
父母不應任意剝奪其生存權，社會大眾如果遇到無法解決的困境，可撥
家扶專線「0800-07-8585」(您請幫我幫我)，鄰里發生兒虐事件，

人有七情六欲，管人容易管己難。管好自己至少要做到以下幾點。
堅守道德。為人要有良好的道德品質。狄德羅曾經說過：“如果道德
敗壞了，趣味也必然會墮落。”，老子說得好：“見欲而止為德”。
管好自己的道德要從身邊的一點一滴做起，約束自己的行為，工作上
為人正派、處事公正，寬容大度；生活上寧可窮而有志，不可富百失
節。培養高尚的道德情操，提升自己的人格境界。

。牢記家庭責任，在家做個好成員；牢記職業責任，在單位做個好職
工；牢記社會責任，在社會做個好公民。
管好欲望。誘惑無處不在，欲望隨處滋生，人人都有欲望，貪婪心人
皆有之。管好自己，可貴之處是淡泊名利。古人講，“良田千頃，日
食三升；大廈千間，夜臥八尺”。唯有眼不花、耳不偏、嘴不饞、腿
不軟，保持五官清淨，理性控制欲望，才能不被欲望所累。
老子說，“知人者智，自知者明，勝人者有力，自勝者強。”社會是
由人組成的，管好自己是和諧社會的基石。百姓管不好自己，生活將
會變得無序而繁亂，官員管不好自己，一些制度和規章得不到有效執
行，破壞的則是政治文明和發展空間。可見，在社會中的每一個人，
唯有充分認識自我、管好自我、戰勝自我，才能促進社會的整體和諧。
